Update: Toxic fume in Shoprite condoned by Englewood fire department

This message from a bewildered consumer arrived in our email yesterday at 4:31 pm

Update: The message was written by a medical Doctor.
 Dr. Sapphire Mann Ahmed

November 11, 2016, about 10 AM, I went into the Shoprite grocery store in the town of Englewood, NJ and as I walked near the vegetables, a chemical fume overtook me.
I began to feel nauseous and developed a headache in minutes.
I felt sick so I left the store after complaining to 2 managers who said that they were told that the chemical was not toxic.

I told him that it is noxious even if it is not toxic.
Does produce absorb noxious fumes at a level
that may be harmful to humans?

I heard customers and workers complaining.

I went to the health department which was closed wth not even an emergency number.

I went to the police department and picked up the lobby phone and reported my concerns to Sargent Canner (?) who initially tried to brush me off rather than thank me for being a concerned citizen.

Finally, as I persisted, he told me that he would report it to the fire department.
I called the fire department later and I was told that this is an ongoing complaint during the construction in the grocery store.

The firemen supervisor said that their machine had determined that the fumes were from polyurethane and that the levels were not toxic.

I told them that the levels are noxious and doubted if they would allow themselves, their children or parents to be exposed to it for 15 minutes.

When humans are so ignorant that we wait for a machine to tell us if fumes are toxic we need help.

I did not get a satisfactory answer when I asked if the fumes were not toxic from the fire department. The fumes in that store were noxious to me in a few minutes my eyes burned, and I felt that it penetrated my oral and nasal mucous and I developed a headache. Neither customers nor fresh foods should be exposed to those fumes and this would not be acceptable in other communities.
Maybe the fire department doesn't have access to internet to read:

"Uncured polyurethane can cause breathing problems such as asthma. People who are in rooms that have uncured polyurethane floors can also experience health problems including eye and throat irritation, headaches, nausea, vomiting, coughing and shortness of breath." Dr. Sapphire Mann Ahmed
I like for you to assign some of your staff and some staff of the police department to stand in the back of ShopRite in Englewood for an hour let alone all day long with those fumes.

                              .....And how are the children?

This does raise a very important question. Who is watching out for our health in situations like this?

"...In a 1987 study, the U.S. Environmental Protection Agency (EPA) ranked indoor air pollution fourth in cancer risk among the 13 top environmental problems analyzed. The United Nations Development Program estimated that more than two million people die each year due to the presence of toxic indoor air. .. http://renegadehealth.com/blog/2013/03/25/14-plants-that-clean-your-indoor-air-of-toxic-chemicals

I would like to thank this citizen for raising the questions and following them up. People like this are needed  in every Community. I was in Shoprite on Wednesday and Thursday,  but I do not remember if  they removed the leftover mums from the rear of the produce. I had thought the area where the mums were kept was being held for fresh live plants. It was a nice touch for a minute. Now I am wondering if the mums were just doing a fine job of masking the odor. Plants are not  usually allowed to sit and die to that extent in Shoprite. I was not so surprised when I noticed they were gone, but I was surprised to see that a doorway had been cut where they had been displayed. Maybe the store should have closed during the hours of this particular construction and the fumes ventilated outside.

Mothers Against Misdirection

Vote like you remember how many Mothers
with Children Lost their jobs in 2012
when the positions of Paraprofessional and

Secretary
were abolished in the Englewood Public School District.

All Mothers Matter, but not all Mothers Know Best.
I have a question for the Mothers who know best.
Did you ever read the Code of Ethics
by which you must abide while
serving on the School Board?

If you do not abide by the very first one, I will file the petition with the Commissioner of Education myself.

Why would you serve someone who requires that you give up your name?   http://www.nj.gov/education/ethics/coe.htm

The faces of the Secretaries who lost their jobs in 2012.
Mothers that people like Elisabeth Schwartz, her sponsors,
Stephen Brown, Glenn Garrison, Henry Pruitt and
Molly Cruig -Berrry put on the unemployment rolls.
These are just the Secretaries. There were approximately
109 employees who were abolished.
Elisabeth Schwartz's name may have been craftily removed
from the latest mailer from the Mothers Who Know Best Campaign,

But this voter, and others, remember her from 2012, when she & some School Board Members supported by folks with bigger bank accounts than ours "abolished positions"  they knew were filled by "head of household Mothers".
The Position of Paraprofessional
July 26, 2012 - The decision to abolish the
positions had already been made.
in a Title I School Districts is not only protected by Law, it is mandated by the State and Federal Governments.

"They are just a bunch of single women with children who have the nerve to think they can have a Union." Gabriel Bousbib (paraphrased)

Over 5 million dollars had just been deposited in a
Bank in New York, yet they kept telling  us there
was no money.
Do we really want Union Busters on our Board of Education?
Do we really need that kind of stress from people who have taken an oath to uphold the LAW and to provide a thorough and efficient education for all children.

During this time of crisis, there was often standing room only.
The presiding President kept the public well after midnight,
while he pontificated.  They pretended to deliberate
over the issue while we watdhed the ads that were published
advertsiing the positions being abolished.
Reorganization of the School Board, January 2013
we watched as the Board Attorney hatched a plan that prevented 2 of the newly
elected School Board Members
from voting on personnel issues.because they are members of the Union. During this time, the School Board never voted as a whole to accept the Advisory Opinion pertinent to the issue. They just proceed as if a vote had been taken and their side won. They rode roughshard over these 2 Board Members until December 2015 when the 2 could not take it anymore and voted on a Personnel issue anyway. Even the state advised that it was only an Advisory Opinion. To this date, no vote has been taken on whether to abide by the Advisory Opinion.

Many of the Outsourced Personnel are still devastated.
Some were Mothers who are also "Heads of
the Household".
What about sworn anti-activists, in other words, Union Busters? No one mentions the fact that these present day Union Busters were at one time supported and funded by the Union. They were originally put on the Board with the support of the Union. Are we to allow them free reign of the School Board with no opposition? Why would we do that?

4 current School Board Members have
stood strong against
re-instating the POSITION of Paraprofessional. Why? Everyone must learn to admit when wrong and move on in a constructive manner for the greater good of the District as a whole.

Read the LAW concerning Classroom Paraprofessionals (Teacher's Aides) in a Title I School District for yourself. It was signed January 16, 2010. Our then Board and Board Attorney knew of this law, because a resolution had already been voted on putting the law into practice in Englewood.  ftp://www.njleg.state.nj.us/20082009/AL09/227_.PDF

Meet Bill Feinsten

William Feinstein          FOR ENGLEWOOD BOARD OF EDUCATION
Bill Feinsten attending
the NAACP Freedom Fund Gala
I was raised in Englewood. After attending the Englewood Public Schools, I graduated from Dwight Morrow High School then earned a Bachelor of Science degree in Hospitality Management from Johnson and Wales University. I am currently a Human Resource professional in the hospitality industry.
I have served on a number of boards and committees in the City of Englewood, including the Board of Adjustment, Rent Leveling Board and the 1999 Englewood Centennial Committee.
I am running for the Englewood School Board to ensure that we are moving the district forward with the positive changes that have been made over the last year. We must ensure that we support our teachers and administrators with the innovative tools needed to provide every child the best educational experience.
We can compete if our goals and objectives are focused on providing every child a quality education that prepares them for success. Let’s continue to hold every person within our school district accountable for achieving these goals and objectives. This includes school board members, superintendent, administrators and teachers. Only then can we restore confidence in our district. I encourage parents and the community to participate in making the Englewood School District great again.

Nellie Katherine Morrow Parker
"..Nellie Morrow was born in Hackensack, NJ on August 27, 1902. When Nellie came of school age she was required to attend a predominantly black elementary school outside of her neighborhood due to segregation. Her father fought for and obtained the right for his children to attend school in their own district. Nellie and her brothers were often ridiculed and threatened as they walked to and from school, making their childhood uneasy. Nellie entered Montclair Normal School and received her teaching certificate in 1922 after graduating from Hackensack High School.
Nellie Morrow’s goal had always been to become a teacher in Hackensack. In spite of community and Board of Education members’ outrage over the hiring of an African-American school teacher. Nellie was supported by school superintendent Dr. Stark, who had given her a practice teaching position during her senior year in college, and finally a teaching contract once she graduated.
The Morrow family was often tormented and isolated over the next three years. They received hate mail and negative press commentaries, and the Ku Klux Klan staged an angry night parade.
Through all of this, Nellie Morrow never wavered in her desire to teach. For many years, it was suggested to Nellie that she should relocate and teach at a southern school for the betterment of her career. Nellie replied, “It’s too bad if one little colored girl can be such a bother to you.”
Nellie remained in the Hackensack school system for 42 years. Even after she married William Parker in 1928, she continued to teach. During this entire time span, she moved only once from First Street School to the Beech Street School. Her entire career was dedicated to creating a loving classroom atmosphere and instilling a sense of pride in all her students..."
In 1981, the Hackensack Board of Education renamed the Maple Hill School, The Nellie K. Parker Elementary School in her honor." http://www.d837868.com/nkp/child_pages/about/nkp_main.htm

Evil Loophole Genius

Americans!
Did you know that you have been paying Donald Trump's taxes for years?

Think on it.

Donald Trump did not pay taxes on $916 million dollars.
We, the People have been paying through the nose.
We have been paying his taxes.
That was 21 years ago. Exception no longer valid.
How many years did he use this ingenuity while my house was advertised for tax sale if I did not pay by November 12th of every year.
Governor Christie called him a genius.
Well big guy.
I agree with you on this one.
He is an Evil Loop hole genius.
Gargomel for President. Careful of the sharp teeth.
If everyone cheated and manipulated this so called "rigged system"
like this Evil Genius, it would destroy the country.
Is this what he means, by make the Country great again?
Great again for whom?
He is the wealthiest "welfare recipient" in the history of the world.
Trump supporters,
We, the people have paid his taxes for his entire working life.
How much more will we pay for him as President?
Are we sure that he should not be called "King Donald:"?
Do I really want to know that I have paid this man's taxes?
Workers across the country making 10 bucks an hour
and he is against raising the minimum wage.
Wake up Trumpettes, and Trumpeteers!
Reality check coming.
A homeless person may be jailed for sending a child to a school system to give them a better chance at prosperity. Jailed for stealing education from a system in which she did not live.
HOMELESS people do not have an address.
How many people can you feed with $916 million dollars?

Targeting seniors: Robo and cold calls

Targeting Seniors

In my fifth year of retirement, I've become bombarded by Robo & cold calls, usually at the first and last of each month. Ranging from walk in tubs through and including blood thinning drug litigation, I began to take these intrusions personally. However, after asking around, I've discovered that these nuisance calls aren't solely my burden.

My requests to be removed from their calling lists,by both word or pressing the indicated phone key, have proven fruitless. Thanks to the wonders of computers, many "do not call requests" are circumvented by computers redirecting calls through a different telephone number. So, same sales pitch but from a different number. Amy, a security analyst calling from a recorded line asking me,"can you hear me?"(pause) "Are you still there?" as of this post has come from twenty different numbers.

The federal Do Not Call registry must be requested from the actual telephone number and must be renewed annually. Again, the computer shuffling numbers defeats this list.
Yesterday my elder son installed a new call blocking device (1200 capacity) because my Panasonic phone system reached its 250 capacity (in less than one year) this past Saturday. As I began working on this entry (9:31 a.m.), the blood thinning drug lawsuit rang. At 10:43 a.m., my lucky ship came in...a free vacation cruise. Then at 12:30p.m., good old Amy rang. Ugghhhhhhh.... And the solar energy people are relentless!!!!!

As a senior on a fixed income, why must I incur extra expense to guard against such predatory commerce? I don't ask this question naively, but more rhetorically. The simplistic responses of "hang up" and "don't answer unknown numbers" are irksome!
Quoting the Beach Boys, "Help, help me, Rhonda!"

Enough Blood Already Shed Stop Spending Today

we have cried
We have torn out our hair
We have hidden with fear and shame in the darkness of our own homes
Watching autrocity after autrocity on our television sets
That now cost us hundreds per month
We watch and we pay for the bad news...

While our people lie naked and dead in padded jail cells
on the sides of roads, in the front seats of their cars
And on the doorsteps of strangers while seeking help...
And what do we get
More bloodshed.
I delayed watching the video of that young man
shot dead in front of a 4 year old as long as I could.
I would un-see it if I could
Just as I would un-see the video taken by the jail house
camera's of the veteran dragged into a padded cell
with a broken back who lay dying
For 7 days
Unable to move
UNABLE to even wet his lips with the cup of water they left for him
His food was thrown in to him while he died
ALONE LIKE a rabid dog
A death worse than a prisoner of war.
A DEATH WITHOUT THE HONOR HE WOULD HAVE GOTTEN
IF HE HAD NOT RETURNED FROM THE ARMED FORCES SERVING THOSE WHO LET HIM DIE.
I cannot un-see
or dis-remember any of it.
And yet we march.....again...
The marchers could have just as easily been targeted
Like those in a Church we all mourn.
We have marched.
We have stood on court house steps
Holding candles while praying
WHAT HAPPENS WHEN THE PRAYING IS OVER?
MORE DEATH OBVIOUSLY....
Some of us have stood in the GAP
For long periods
While others have been reluctant
There has always been the danger
that some seriously damaged and ill person
would let loose with a hail of bullets
On a crowd of us or the authorities.
That danger could have come from anywhere.
One never knows who and how a person will
feel when pressed against a cold, hard wall.
There is no danger or threat when we silently
protest by just not PARTICIPATING IN THE MADNESS.
There is also no danger or threat when we
OCCUPY OUR CITY COUNCIL AND SCHOOL BOARD MEETINGS.
GET ALL UP IN THE FACE OF LEGISLATORS WITH YOUR "NOT SPENDING"
Voices must be heard in places where policy is made.
Seems policy makers are not listening.
Stop the senseless flow cash
Perhaps then the senseless killings will get the attention of those who profit most for our dollars.
HOW ABOUT THAT CONGRESS OF THE UNITED STATES OF AMERICA? UNITED... NOW THAT IS A REAL JOKE...
WE KNOW WHAT TO DO.
WE HAVE DONE IT BEFORE
HONOR THOSE WHO HAVE COME BEFORE.
START NOW!
START NOT DOING WHAT WE ALWAYS DO..
STOP GIVING OUR HARD EARNED
DOLLARS TO PEOPLE WHO
REFUSE TO CALL FOR PROSECUTION
Of those who murder our sons, our daughters,
cousins, friends, neighbors and even people we
do not know.
THEY ALL MATTER. WE ALL MATTER.
Stand in the GAP by closing your wallet for as long as it takes
How long can they go without getting our money?
How long?
WE ARE THE CITY
WE ARE THE STATE
WE ARE THE COUNTRY
WE ARE THE WORLD.
WE BUY THE BULLETS USED TO KILL US.
Watch this video.
How sure are YOU that this cannot happen to you or someone you love?

Reading is Fundamentally Important

As always, the Democratic line ruled the day. Voters did exactly what they have been programmed to do. They voted the Democratic Line without question, without thinking.

Question is: Is that always wise? Did you ever wonder who controls how one Candidate and not the other gets on that line?

A Candidate who always has the line told me that the line is not that important. Of course not, he was on it. At the same time, he was accusing someone of petitioning against him who was not even on the ballot. Picture That!

That is the reason the Democratic Municipal Committee is SOOOO important.

The Democratic Committee makes the decision as to which Candidate gets the line. That person almost always WINS the most votes, because Voters have been programmed to read from left to right. This year, the County Democratic Committee interceded w/o explanation and moved people off the line. Why? Good question. Incumbents have traditionally gotten the line as per the Englewood Democratic Municipal Committee decisions. Ask Mr. Lou Stellato why he moved the incumbent Bissondai Ragbir off the line and replaced her with one of Sir Frank Huttle III's people.

There is more than one way to win, however.

There have been irregularities noticed in the past years. There were more to add to the list this year, especially coming out of the County where the County changed the position of persons on the ballot to insure that Sir Frank Huttle III's people got the line. (Thus control of the Democratic Committee and the LINE for future elections.)  Picture That #2

All of the hubbub about the 2nd Ward Race distracted from the real objective which was to continue to stack the Municipal Committee. We did not miss the ploy. Disruptive emails came out every single day that served to rip apart the fabric of neighborhoods, community and the City at large. Now 3 sitting Council people must serve with a person that they tried to destroy. Picture That #3

If one pays attention to the Presidential Race across the Country, especially in places like Nevada, one finds that Municipal Committees have even been de-certified in order to guarantee the outcome. It is just that important to some people to win control.

Englewood is a smaller version of what is going on all over the country. Folks are so engrossed with the Big Buffoon's crazy race for President, they are missing the big picture of what is going on right under our noses in our own hometown.

This year's Primary has focused more attention on the Englewood Democratic Municipal Committee than ever before. This was a grass roots objective. We must continue to educate the 99%. (and that is us)

Look where voting blindly has gotten us. The age of the mindless minion must end. We must learn to vote the issues and not the Party Line or the person. Hopefully, we will bring more attention to the importance of this issue as time moves on.

That means a win for us. The 1% is not going to take over Englewood any time soon. They have controlled some of us with offers of jobs and money for years. They have priced services like Pool Passes, participation in Recreation Sports and other programs out of our reach. They have given us "Dog Days of Summer" hours at the pool during the times that we are working. There is nothing like getting a gift that  you can never use. Picture That #4

When I was a child in North Carolina, I witnessed the big farmers come around with loads of men of color on the back of pick up trucks. The White Men carried baseball bats, had 12 gauge shotguns up over the visor in the cab and barked orders at my Father and older brothers that made me cringe. When I was 12, I asked my Dad what they were doing. My brothers and some of the older children at school had told me that they were being taken to vote so the big farmers could control the cost of cotton, tobacco and other farm produce.  My Daddy told me that the joke was on them, because no one could go in the voting booth with him.

He said, "I do what I want when that curtain closes."
Picture That #5

The 1% may have more money, but dollars do not punch that "X" in the voting booth.

Keep the faith. It did not get this way overnight.

It will not be corrected overnight.

Until November....Get more practice reading....Become unpredictable......

Expect More Than Empty Promises

I hope that everyone has had a chance to examine
the sample ballot.

Residents of 4/2 and all wards and districts should take a moment more when voting this year. Change the pattern. Instead of starting at the top and checking all boxes down to the bottom without reading the names, do something different.

Start at the bottom and read the names. Think about all of the promises, the rhetoric and mud slinging that has taken place over the last month.

If you received a flyer today with a photo of a person who told you all the great things that he/she has done for you over the last 7 - 8 years, take a moment to reflect. Is that true? Do you have any idea who that person is? Would that person even have bothered to ask for your vote if there had been no challenge to his or her candidacy in 2016?

It all boils down to whether you think the jobs described have been what was best for you and yours. Whom did it serve? Do you know either of those people?

Whatever the results of the Election tomorrow, I will continue to work for the good of my community.

Hell Naw...To the Naw, Naw, Naw!

OneEnglewood is losing its luster

Our Divine Ruler and Feudal Knight is
sparing among the nobles causing
dissentsion among the people.

Outsource Repercussions are STILL ripping apart the
fabric of our neighborhoods.

Madness. Manipulations, using the less fortunate as tools.
Scared to allow the political machine to work.

Figures.

Stop slaughtering the Democratic process
with promises of patronage work and dollars
under the table.

Transparency...?

Not a chance...

Too much mud on the camera lens.

Friday, the 13th, Really?

UPDATE: The Dedication of the Jack Drakeford Firehouse will take place
at 11 am, May 14, 2016
on Jack's birthday.

It is hoped that it will not take 47 years for his name to appear on the Firehouse. It took the
Board of Education 47 years to put Martin Luther King Jr.'s name on the South building
on the DMHS Campus and it is smaller than the other 2 names that appear on
HS buildings.  Just an observation.
Did you know that they are dedicating the new Fire House to Jack Drakeford on Friday, the 13th at 11 am?

The man who represented the working class will be honored at a time when the working class will not be able to attend.

To top it off, he will be honored on a bad luck day, Friday, the 13th, when his birthday is on Saturday, the 14th.

What is the message being sent out to the 4th Ward people he represented for so many years? Is it being sent out loud and clear that we are not wanted there or that if we care we can take the morning off?

What is up with that Frank Huttle III and Englewood City Council?

Jack's name is there, carved in stone.
What can I say?
It is probably asking too much for us
to be able to actually see it.

Disappearing Transparencies

In the past, Residents simply went to this page, which is under the Government tab on the Official Englewood, NJ Website and found photos, contact information and a biography of each Elected Official/Council Person.
Charles Cobb
Council at Large
He represents the entire City.

I complained a few weeks ago, because the link to contact Charles Cobb did not work. Other Council people had photos and clear ways to contact them, but Mr. Cobb did not have anything except his name. I wrote an email to the City Council advising them of this. And yes, I did imply that the people of color were being presented in a different way than the others. They were.

Well, guys, you went in the wrong direction. You were supposed to post more information, not delete all information about all Council Members.

What is up with that?
Who gave that order?
A lot of taxpayer money is being spent and manipulated by these individuals. Residents should be
able to recognize who these men are prior to attending a City Council Meeting, if they choose to attend.

We want to see the faces of all of these individuals. Please put the photos and biographies back on the website. May people in all 4 Wards have mentioned that they do not have any idea who is the Council for their Wards. Is that the intention of the person manipulating the issues.

Click the link below and please post a comment as to what information you were allowed to take away from this page.

All of the photos are gone.   ..................Why?

All of the biographical information is now gone..............Why?

Nothing happens when I click on the email addresses of any of the Council People......Why?

Telephone Numbers are provided, but we all know that phone calls mean absolutely nothing when dealing with Bureaucracy.

Click here or click the link below.
Please comment and let me know of your experiences when visiting the page lists the persons who were elected to run the City.

Is Englewood Bankrupt?

Dear Residents:

After months of budget Council meetings, 2nd Ward Councilman Michael Cohen and 3rd Ward Councilman Eugene Skurnick pushed through their joint motion to approve the introduction of this year's budget without any discussion of reducing the unprecedented $2.2 million spending increase they have proposed. More troubling is that they are hiding what is, in essence, a property tax increase, by plugging the hole with one-time cash proceeds from the impending April sale of one of the largest city-owned assets - the Lincoln School.

When this revenue is gone next year, how will they cover this exorbitant spending increase?

My concerns about the budget this year were reflected in an article in THE BERGEN RECORD, SATURDAY 3/12/16: (ENGLEWOOD)- "The City Council is moving ahead with a spending plan that ignores the mayor's strong opposition to increased spending and financial 'one-shots,'...The City Council this week unanimously approved a $62 million budget, up $2.25 million from the previous year." Last year, I said the City would soon realize increased revenues with the advent of the Lincoln School redevelopment project, assisted living facilities for our elderly, another new residential projects and the first office building to be built in Bergen County in a decade.

However, I stressed at the time that, "The City Council must not make the same mistakes of prior city administrations and spend every penny of new city revenues and more, but to create an economic engine to strengthen our city finances, to invest in our community, its services and continue to hold the line on property taxes. The Council should never return to the prior decade of spending more than it makes. Balancing a budget with one time fiscal fixes will inevitably result in the return of uncontrollable rising taxes."

I am confident that the balance of council members will come to the table during upcoming meetings to work together and balance a budget without relying solely on a onetime fiscal gimmick. After discussions with Council President Wayne Hamer, there will be a Council meeting devoted to addressing these issues.

I urge you to stay involved, participate and let your voice be heard. Please do not hesitate to contact me at frankhuttle@englewoodmayor.com and reach out to your Council member and tell them we can do better.

Best regards,

Mayor Frank Huttle III

The Facts about the True Status of the Englewood City Budget from Councilman Michael Cohen

Dear Neighbor:

I am writing firstly to sincerely thank those in our community who have both publicly responded and who have privately offered words of support in the aftermath of the Mayor’s unfortunate and factually misleading attack on both the city budget process, its actual impact, and my role in arduously working to protect our community both in the services we receive and our ability to control our property taxes.

As you have seen, since I first ran for city council six years ago on the primary platform of controlling our property taxes I have played a major role in making sure that our city has had the absolute lowest municipal increases of any city in the county with the tax increases being 2011 – 0%, 2012 – 0%, 2013 – 0%, 2014 – 0.8% and 2015 0%. This is a record that I am very proud of and believe that I have done my best to serve our city well in this regard.

Two of the key outstanding questions that I have been receiving since the mayor’s email are
1) Why is the mayor saying that I am leading a “budget motion for an unprecedented $2.2 million spending increase, and

2) To explain the mayors claim that I am personally hiding this increase with a one-time cash infusion from the sale of the Lincoln School which will only lead to a large budget hole next year.

I would like to answer each of these questions for the community with the factual statistical data as opposed to what have as yet been only attempts at personal and malicious political rhetoric which I believe is beneath the dignity of any official elected to represent their community and neighbors.

1. Budget Increase over last year
•       The actual increase is not the $2.2 million claimed but rather $2.080. The Mayor used the administration’s earlier budget proposal for his figures as opposed to the latest version of the budget negotiations.

•       There are certain annual contractual increases which no council or mayor has the legal authority or ability to alter. In this year’s budget they include
•       $889,000 increase for contractual union salary increases for our Fire Department, Police Department, Department of Public Works,  Health Department, Recreation Department and unclassified employees. This increase represents a 1.8% increase; prior contracts before my election were over 4% annually.

•       $305,000 increase for city debt repayment obligations on bonds that have come due.
•       $211,000 (4%) increase for State mandated pension contribution increase for the Police and Fire Department. Those pensions for other Englewood employees that are under the council’s control are once again flat.

•       $158,000 (3%) increase for the Bergen County mandated increase rate for solid waste disposal and sewer disposal.

•       $124,000 (5%) increase in non-negotiable utilities such as water, gas and electric.
•       $266,000 increases in departmental supply contracts and necessary supplies. The bulk of this number includes $187,000 for additional park supplies to support recreation programs such as the field repair and maintenance for our little leagues and soccer leagues.
The mandated non-negotiable annual budget increase = $1.955 million.

The remainder of the increases is attributable to the following expenditures;
•       $150,000 for setting up our annual and necessary reserve for anticipated property tax appeals

•       $150,000 for our 5% necessary down payment on the $9.5 million  in capital improvements determined necessary by our city engineer such as $1.4 million for road reconstruction, $1.4 million for milling and paving deteriorating roads that can still be repaired, $2.0 million for sewer and drainage repairs, $973,000 for final expenses on the construction of the new firehouse and immediate repairs needed in our public buildings, $800,000 in new traffic signals, and $2.0 million for necessary Department of Public Works equipment such as $600,000 for the next installment of the new one armed garbage trucks and $400,000 for the associated garbage pails to be distributed to our ward, $180,000 for the needed salt grinding system for snow plowing preparation, and $160,000 for preemptive street light transponders to avoid emergency vehicle street accidents.

It is important to understand that the initial budget proposal offered by the administration asked for a budget of $63,224,000, as a result of the councils budget hearings the current status of budget negotiations has produced over $800,000 in cuts that I have fought for resulting in a current budget of $62.448,000. Since the budget negotiations are still in progress there will likely be additional cuts prior to budget’s final passage.

2. Regarding the Mayor’s claims as to myself and the Council hiding a budget deficit with a one-shot cash infusion from the sale of the Lincoln School:

•       Based on wise strategic long term budget choices made by the Council, and with extensive consultation with the city’s auditors it was recognized that there are a number of major ratables that will begin to fill the city’s coffers on a consistent basis beginning the 2017 budget. However, since many of those income sources will not come on line until next year’s budget the city’s auditors, the council, the City’s Chief Financial Officer and the City Manager have utilized the Lincoln school sale as a one year bridge using proceeds of the $7.9 million sale in the following manner:

•       $3.2 million in debt reduction
•       $2.8 million to replenish our surplus to lift our bond rating
•       $2.0 million in the current budget to protect needed services and ensure that there would be no serious property tax increase this year.
The new revenue sources that will come to fruition beginning in next year’s budget are as follows:
•       $500,000 Route 4 ERA Development
•       $1,000,000 (approximate) from new requirements for Englewood Hospital to pay property taxes on it’s for profit enterprises.
•       $500,000 - $1,000,000 for Lincoln School Residential Development
•       $500,000 minimum for future budgets not however in 2017 for sale and development of the Liberty School site.
•       $1,000,000 annually in future (non 2017 budget) revenue from attrition of DPW Sanitation workforce due to the implantation of the one man garbage trucks.

As the information above demonstrates, the usage of a portion of the sale proceeds from the Lincoln School sale was strategic and part of a long term fiscally sensible plan constructed by the city council, in consultation with the city’s auditors, city manager and city’s chief financial officer – not a one shot hidden conspiracy as insinuated by the mayor in his misleading letter.

The mayor however has articulated to the Council that he will veto any budget in which his idea of a community center on the 40 Bennett Road property is not fully funded. This property has been deemed unsuitable for such usage by even those who aspire to a community center not to mention the significant cost to the city to both purchase the property and operate it as proposed.

If the mayor is to veto the city budget and the council fails to override his veto then our budget process will be permanently be taken over by the state and will no longer consider our desired budget cuts. If the state takes over our budget they will increase property taxes annually by the maximum allowable under the legal cap to 2% each year for the foreseeable future.

The council however has collectively spurned the mayors threats and largely committed to jointly overriding any veto and protecting the city from such legislative irresponsibility and political prioritization.

I fully understand that my outspoken opposition and leadership in opposing the mayor’s plan for the 40 Bennett Road property has incurred his wrath and resulted in a multitude of personal attacks from him, however, I was elected by our ward to stand our ground and protect our community from policy’s which simply do not make sense for us, and I will continue to do so regardless of the consequences that I have been threatened with.

I also understand that the Mayor’s misleading comments regarding the budget might very well be attributable to his inability to attend the majority of the council’s budget hearings and a lack of familiarity with the current status of budget negotiations. The Mayor has offered the council absolutely no suggestions as to how he envisions a budget with further fiscal austerity than currently exists, and I am confident that the reason is that based on the statistics provided above he understands that there are very few further cuts to be made that will not have a severely negative impact on our city services such as eliminating twice a week garbage pick-up.

I hope that the above has clarified the status of the budget and I invite the Mayor to join the council in better understanding the current budget and to be part of helping maintain a high quality of life for all of Englewood’s residents.

As always, please do not hesitate to contact me with any questions at either MichaelDCohen@Hotmail.com or at (917) 817-9753. Thank you.

Sincerely,

Michael D. Cohen
Councilman, 2nd ward.
