4th Ward Representation and Voting Districts.
The 4th Ward is divided into 4 different districts. Each district has 2 Committee people, 1 male and 1 female. They are elected in the Primary every 2 years. The 2 major political parties, elect 32 Committee People to take concerns to City Council and to drive voter registration and education. The Democratic and Republican Committees each elect officers.
These elected seats seem unimportant until it is time for each party to select who will get top billing (the line) on Election Ballots. You and I see the arrangement after deals have already been made and one Candidate or the other by any means, it seems, they deem necessary gets "the Democratic line" and other candidates move to the right. We voters have been trained to pick the first name we see at the top or on the far left. Hint, we read from left to right.
Each Committee, Democrats and Republicans have by laws, that are established by statute in Title 19 NJ Election Law.
There is an unusual situation that has come about over the years. It goes like this. The Residents in each ward no longer choose the person who will "get the line", the position farthest to the left on the ballot. 32 people vote for the person who gets the line, not 8. This means that even if the 8 Democratic Municipal Committee Members from the 4th Ward want a particular person to get the line, the rest of the City may vote to give the line to the Candidate they wish to see in office. This person will always win, because the people have been indoctrinated to vote the line.
This writer has often wondered why the names were not just listed together under the office desired with the instructions to "vote for one".
